The Western Port Green Wedge Protection Group (WPGWPG) is a community based organisation dedicated to the protection, preservation and enhancement of Melbourne's Green Wedges. We advocate for thoughtful planning, strong policy protections and responsible land use to ensure that these unique, non-urban areas remain intact and thriving.
WHY ARE THEY WORTH PRESERVING?
Melbourne’s twelve Green Wedges are amongst Victoria’s greatest assets and a key contributor to Melbourne’s status as one of the world’s most liveable cities.Providing crucial green breaks between the ever-intensifying urban development corridors, Green Wedges deliver essential environmental, cultural, health and economic benefits to Victorians and visitors alike.Known as Melbourne’s ‘food bowl’, the fertile agricultural land within our Green Wedge boundaries is home to a range of farming and agricultural enterprises. This land not only supports food production but provides thousands of jobs in agriculture and agritourism.
Environmentally, these Government designated green spaces have preserved natural vegetation and scenic landscapes. They protect our creeks and rivers and provide habitat and corridors for our unique and threatened wildlife. They are the 'lungs' of our city.The importance of our natural surroundings in promoting health and wellbeing is well researched and documented - from the physical benefits of fresh air and outdoor exercise to the emotional and psychological advantages of time spent in nature, our Green Wedges provide much needed space for recreational activities that connect us with our natural environment.Our Green Wedges are the lifeblood of Melbourne and their value is incalculableIt is vital to preserve and enhance them for their environmental, cultural, historical, agricultural, recreational and landscape value, yet they are being tragically and rapidly diminished by inappropriate development and intensive land use.Action must be taken now to stop this irreversible destruction.

The Antithesis of Green Wedge Vision
The applicant seeks to construct an extremely large place of worship on an environmentally-classified block of land in rural Pearcedale. It is the first of its type within the Mornington Peninsula Green Wedge.The proposed development CANNOT be successfully integrated into the current landscape without irrevocably compromising the character of the region and the biodiversity of the site. It will destroy vegetation, displace wildlife, fragment wildlife corridors and severely compromise the area’s environmental and rural amenity.This planning application must be opposed.Approval would set a dangerous precedent and invite similar developments across the Mornington Peninsula.The PGWPG committee is working tirelessly to ensure that we get the very best result for our community when we present at VCAT in less than 7 weeks’ time. GREEN WEDGE HISTORY
A VISION OF GREAT FORESIGHT
In 1967, Melbourne’s planners envisioned a series of urban corridors radiating from the existing metropolitan area, with green wedges of open country between them. The following year, the Victorian Government adopted the corridor / green wedge concept as policy.In 1971, these permanent non-urban areas were defined in greater detail and recognised as worthy of conservation for their significant landscapes, historic and scientific interest, major agricultural resources and water catchments, and important plant and wildlife habitat. The intention was to preserve these valuable areas and their resources for the future.In 2002, "Melbourne 2030", the Victorian Government’s metropolitan planning strategy, formally recognised the term “green wedges” and introduced Melbourne’s Urban Growth Boundary.

We are deeply grateful for the visionary legislation of the 1970s Hamer Government, which safeguarded these green spaces for future generations and profoundly shaped the way Melburnians live and connect with the natural environment. Credit is also due to the Bracks Government, which introduced new Green Wedge zones and established the Urban Growth Boundary in 2003.Melbourne's Green Wedges and surrounding farmlands are key to our overall wellbeing and economic prosperity. Protected by tight legislation, these open landscapes, forests, rivers, wetlands and rural areas, dotted with small townships flourished for decades.
A DOWNWARD TREND
Regrettably, as successive governments have implemented policy changes, protective legislation has been progressively weakened. Thousands of hectares of Green Wedge land have been rezoned, boundaries have shifted, exemptions have been granted, and loopholes exploited. Organisations, corporations and individuals have used their influence and financial power to override legislation and disregard community objections.Much valuable wildlife habitat and agricultural land has already been lost to ever-expanding housing and industrial estates, as well as to inappropriate development and land use—both legal and otherwise. Applications that conflict with core Green Wedge objectives continue to be approved, and land is being developed in ways that are removed from the original Green Wedge vision.The importance of Green Wedge zones, and our responsibility to protect them, will only increase as urban growth continues to threaten Melbourne’s non-urban landscape.

The Western Port Green Wedge Protection Group is one of three sister groups working together to support and advocate for the preservation and enhancement of our natural landscape, wildlife, wildlife habitat, agriculture, agritourism and rural amenity. We support appropriate development and industry within our Green Wedge.We oppose inappropriate land uses and developments that threaten the long-term vitality of our Green Wedge. By scrutinising projects and planning applications, working with councils, collaborating with community groups, attending VCAT hearings, and campaigning for legislative reform, we aim to permanently protect these vital green breaks and strengthen the original Green Wedge Vision - ensuring these landscapes are protected, preserved and enhanced for agriculture, wildlife and future generations.

WHERE IS THE WESTERN PORT GREEN WEDGE?
The Western Port Green Wedge encompasses the southern areas of the City of Casey and the Shire of Cardinia, generally following the municipal boundaries.Green Wedge interconnectivity is vital for environmental and agricultural success. To the north, the Western Port Green Wedge joins the Southern Ranges Green Wedge, and to the south it connects with the South East Green Wedge and the Mornington Peninsula Green Wedge. Unfortunately, fragmentation from urbanisation and rezoning has considerably diminished the connection points with these two neighbouring Green Wedges.

GREEN WEDGE PROTECTION GROUPs
WORKING TOGETHER

There are many community groups working across Melbourne's 12 Green Wedges. The Western Port Green Wedge Protection Group works closely with the two sister groups of Mornington Peninsula and Whittlesea, as well as many other local groups.Community groups typically emerge in response to specific, inappropriate planning applications that are likely to be referred to VCAT, or more recently the State Government DFP (Development Facilitation Program). By connecting with groups that have already navigated similar processes, valuable insights and practical assistance can be shared across the various groups.In this way, groups can support one another, share ideas, knowledge and resources, address local issues as they arise and reduce duplication of efforts.To maximise Green Wedge protection efforts it is worthwhile to connect with other groups and if possible coordinate a strategic and united approach. Aligning campaigns and working in partnership with like-minded organisations helps to focus advocacy and lobbying efforts on securing stronger legislative protection for our Green Wedges.Until legislation permanently protects Melbourne's Green Wedges, we must work collectively with a louder voice and a greater presence to conserve and protect these precious and irreplaceable assets.

STATUS - NO PERMIT GRANTED
In January 2022, an application was lodged with the Mornington Peninsula Shire Council seeking approval for a large-scale place of worship on 10 acres of environmentally classified Green Wedge land.The scale and nature of the proposal were unprecedented for the Mornington Peninsula. Following significant community backlash and more than 300 objections, the Shire Council unanimously rejected the application. However, the matter proceeded to VCAT.The proposal was actively contested by the Mornington Peninsula Shire Council, the Peninsula Green Wedge Protection Group (PGWPG), and several independent objector parties. In August 2025, the Tribunal issued its decision: no permit granted.The PGWPG’s campaign against this proposal spanned three years and three months - from lobbying Council to reject the application, through the full VCAT process, to the final submission in August 2025. The result is a significant win for the Mornington Peninsula Green Wedge. Not only was the proposal refused, but the outcome highlights the power of community action, the strength of Council support, and the importance of challenging developments that are inconsistent with appropriate Green Wedge land use.This landmark case also sends a clear message to future applicants: inappropriate development will not be tolerated in the Mornington Peninsula Green Wedge.We will continue to advocate for legislative reform so that, in future, residents, councils, and applicants are not forced to expend substantial time, money and effort navigating disputes over inappropriate proposals.

Ways to support US
As a volunteer-run community organisation, much of our work is carried out freely by people giving their time, skills and energy. However, protecting our Green Wedges also involves significant unavoidable costs. Investigating proposals, obtaining information and professional advice, maintaining our campaigns and public communications, and meeting the operational costs of an effective community organisation all require funding. As the number and complexity of the issues we are dealing with continues to grow, these costs can no longer be carried personally by our volunteers.In representing our community, we first strive to address these issues through constructive discussions with applicants, councils and government departments. However, satisfactory outcomes are not always possible at this level and some matters may ultimately require VCAT proceedings, involving substantial legal and expert witness costs. Community donations help ensure that, when these challenges arise, we have the resources needed to respond effectively.We are therefore reaching out to the wider community – those who value not just the Western Port Green Wedge, but all of Melbourne’s Green Wedges – to stand with us as we continue working to protect these irreplaceable areas for their agricultural role, environmental significance, biodiversity, wildlife habitat, and historical, recreational, community health and landscape values.Without community support, we simply cannot sustain this work. STATUS — APPLICATION OPEN FOR PUBLIC COMMENT. PLEASE LODGE A SUBMISSION / OBJECTION
The Western Port Green Wedge is facing one of its most significant development proposals to date, with plans for a major place of worship at 1390–1450 Western Port Highway, Cranbourne South.BAPS Swaminarayan Sanstha Australia is seeking approval to establish an international Mahā-Mandir (“Great Temple”) within the Cranbourne South Conservation Area. The site is within the Western Port Green Wedge (GWZ2), with an Environmental Significance Overlay (ESO4).The applicant’s landholding spans 10 rural properties and the proposal comprises approximately 48,000 square metres of gross floor area across five principal buildings, together with approximately 1,092 car parking spaces. The Mahā-Mandir itself, excluding the flagpole, is proposed to reach 64 metres above ground level - approximately the height of a 22-storey building. Construction is estimated to take seven years.

Anticipated patronage is 3,600 people on the site at any one time, with major event days expected to attract up to 10,500 visitors. The applicant's own planning material states that the Mahā-Mandir is “not designed to serve a local catchment alone” and describes it as a regionally significant religious destination intended to serve people from across Victoria and Australia, as well as and international visitors.This broad catchment raises traffic and emissions concerns, as the site has no public transport service and access would therefore be overwhelmingly dependent on private motor vehicles.The Western Port Green Wedge Protection Group strongly opposes this proposal on a number of planning grounds, including its location, scale and intensity of use, traffic impacts, noise, lighting, environmental disturbance and the incremental urbanisation of land that is intended to remain non-urban.Significantly, we believe the proposal is inconsistent with state and local Green Wedge planning principles and objectives.Our concern is with the nature of the development itself and its suitability for Green Wedge land. We are opposed to inappropriate urban development in Green Wedge areas. Green Wedge policies overwhelmingly exist to protect our rural landscapes and these policies need to be upheld, not progressively undermined by the approval of discretionary uses and developments that are clearly inconsistent with primary Green Wedge purposes and objectives.We understand that places of worship are an important part of our community, but large urban facilities should be located where the infrastructure exists to support them. We encourage governments at all levels to work with faith communities to identify appropriately zoned land within the Urban Growth Boundary to meet their growing place-of-worship needs.
We all need to work together to find suitable solutions that protect our Green Wedges AND serve our diverse communities.
The WPGWPG's opposition to this proposal is entirely about planning and the protection of the Western Port Green Wedge. It is not about religion, faith or the identity of the people who would use the development - it

THE PLANNING PROCESS
The proposal is being assessed through the Victorian Government’s Development Facilitation Program (DFP), with the Minister for Planning as the responsible authority.The WPGWPG is concerned about the planning pathway being used to determine this proposal.Under the conventional local council planning process, applications are advertised and community objections can be submitted. Significant or contentious applications may be brought before elected councillors at a public council meeting, where the proposal can be publicly discussed and community members can participate through processes such as public questions.Applicants and objectors may also have access to an independent merits review through the Victorian Civil and Administrative Tribunal (VCAT).This proposal, however, is being assessed through the Victorian Government’s Development Facilitation Program, with the Minister for Planning as the responsible authority. The application has been publicly advertised and community submissions can be made as part of the Department of Transport and Planning’s assessment.Casey Council officers have advised that they will formally review the proposal and provide a submission to the Department. However, Casey Council is not the decision-maker and the Minister’s decision cannot be appealed to VCAT.This is a very different process from having a major Green Wedge proposal determined through our local council and, where review rights exist, independently reviewed at VCAT.When a proposal of this magnitude is being considered for Green Wedge land and there is no right of merits review once the Minister makes the decision, we believe transparency and meaningful public scrutiny are particularly important.

On December 12, 2025, we were advised of an application to construct a $250 million place of worship precinct in Cranbourne South. The development is proposed for the now-closed Five Star Equestrian property on Western Port Highway, within the Western Port Green Wedge.The temple complex occupies more than 34 hectares of the 44-hectare site and provides approximately 1,500 on-site car parks. Key features of the proposal (based on the referral documentation), include a major temple (Akshardham Maha Mandir) with numerous supporting buildings including welcome centres, congregation halls, exhibition space, a cafe and gift shop.Patronage is estimated at 2,200 to 2,800 people on weekdays, 4,500 to 5,000 on weekends and up to 10,500 on peak days with proposed operating hours of 9am to 8pm, Tuesday to Sunday.The application represents one of the largest development proposals to date in the Western Port Green Wedge. Native vegetation removal, wetland removal and drainage works are all part of the proposed earthworks. This will have a detrimental effect on native flora and fauna, adjacent waterways and the biodiversity of the site.We have launched a major campaign to oppose this application. A development of this scale will have an irreversible ecological impact on the site and the surrounding area and forever change the nature of the Western Port Green Wedge.Please help us oppose this application by lodging a comment via the EPBC portal and donating.
